On June 15th, US time, the Office of the US Trade Representative announced the list of taxable products for the 301 investigation of taxation measures. The list of taxable products is divided into two, totaling 1,102 tax items, and the trade volume in 2018 is about 50 billion US dollars. These products will be subject to a 25% import tariff. Among them, the tariff increase of about 34 billion US dollars for Chinese exports to the United States will be implemented on July 6, and the additional tariff measures for the remaining $16 billion in goods will be further sought public opinions.

The first tax collection list contains 818 tax items and involves approximately $34 billion in Chinese imports. Compared with the list of original tax product recommendations for the 1333 products published on April 3, 2018, the list removed 515 items from the original list and retained 818 items. The US Customs and Border Protection will begin to impose an additional 25% tariff on the products in the first list on July 6, 2018. Most of the textile products in this list have been removed from the list published on April 3, and only "84440000 machines for extruding, stretching, deforming or cutting artificial textile materials" are in the taxation.

       The US government held a hearing on the 301 investigation in May. Several major textile and apparel industry organizations in the United States have issued a standpoint. All the interest groups related to these textiles and garments are opposed to the addition of Chinese textile machinery products. tariff.

       The second taxation list contains 284 tax items covering approximately $16 billion in Chinese imports. The list is aimed at products that benefit from China's industrial policy, including the “Made in China 2025” industrial policy. The second tax list will seek public comment, and the final list of taxable products will be published by the US Trade Representative Office after public notice, public comment, and public hearing. The textile machine products in this list are not covered.
