In November, a series of favorable signals from the state and local governments were released frequently. The Polaris solar photovoltaic network sorted out the policy this month and found that there were 6 national-level projects involving renewable energy quota system, photovoltaic poverty alleviation, photovoltaic consumption, photovoltaic land, etc. There are 20 local level, involving photovoltaic subsidies, poverty alleviation projects, household photovoltaics, and the “12th Five-Year” project publicity.
National level
The renewable energy quota system is on the verge of coming. Up to now, the National Energy Administration has consulted on the “Renewable Energy Quota System” three times in March, September and November, and the importance is evident. The new version of the policy objectives has not changed, but it has simplified the design of market mechanisms, avoiding overlapping policies and reducing the difficulty of implementation. Under the background of subsidized industries, the implementation of the renewable energy quota system can not only stimulate the enthusiasm of the society to develop renewable energy such as photovoltaics and wind power, but also reduce or even fill the subsidy gap and ease the subsidy pressure. The quota system has accelerated the market-oriented trading of renewable energy. Photovoltaic will take the express train with renewable energy quota system and take the “last mile” to achieve parity online.
The improvement of consumption has promoted the expansion of photovoltaic growth space. According to statistics, in the first three quarters of 2018, the light rejection rate was 2.9%, a decrease of 2.7 percentage points year-on-year. In the three provinces of Gansu, Xinjiang, and Shaanxi, the light-abandon rate exceeded 5%. Whether it is the renewable energy quota system, or the recently issued Clean Energy Consumption Action Plan (2018-2020), and the reply to the "Sichuan Province, Qinghai Province to carry out a comprehensive pilot program for renewable energy near the consumption", all It reflects the determination and confidence of the country to basically solve the problem of clean energy consumption by 2020. Taking the northwestern regions such as Xinjiang and Gansu as examples, the situation of PV consumption is still not optimistic, and with the expansion of the stock market, the pressure of consumption is still very large, and the road to resolving has a long way to go.
The key to photovoltaic poverty alleviation must be “supporting”. Since 2015, PV poverty alleviation has been identified as one of the “Top Ten Poverty Alleviation Projects”. National and local policies have been introduced frequently. In the process of promoting poverty alleviation, PV poverty alleviation has achieved significant phase results, but still There are some problems and difficulties in varying degrees. In order to standardize industrial poverty alleviation and photovoltaic poverty alleviation, the 13 departments of the State Council Poverty Alleviation Office jointly issued the "Opinions on Poverty Alleviation and Action", put an end to the "nanny-style" poverty alleviation and policy "raising the lazy man", and the first step is to help the poor. Real place.
The red line of photovoltaic land cannot be touched. Land issues support all walks of life, and the development of photovoltaics is also inseparable from the support of land use policies, and has certain peculiarities compared with other land use methods. On October 10, 2017, the Ministry of Land and Resources made it clear that the construction land for photovoltaic power generation projects can use unused land, and should not occupy agricultural land. It can use inferior land, and should not occupy good land. It is forbidden to occupy permanent basic farmland in any way. The state and some local governments have also introduced other relevant policies. In the implementation plan of the third national land survey, photovoltaic land is once again listed as an important issue.
Local level
From the perspective of the region, Guangdong and Hainan ranked first in this month's policy, two in Zhejiang and Ningxia, one in Beijing, Tianjin, Hebei, Beijing, Anhui, Yunnan, Guangxi, Fujian, Liaoning, Inner Mongolia and Guizhou.
1. Beijing, Tianjin, Hainan, Yunnan, Ningxia, Guangxi, Fujian, Liaoning: Projects have been released since the 12th Five-Year Plan
On September 19, 2018, the General Affairs Department of the National Energy Administration issued the "Notice on combing the information on wind power and photovoltaic power generation projects since the 12th Five-Year Plan", requiring PV projects to clarify whether they need to apply for national renewable energy power generation subsidies and filing and start work. Happening. According to statistics, since the “Twelfth Five-Year Plan”, Beijing's photovoltaic power generation projects totaled 315.353MW; Tianjin has a total of 292; Hainan Province has a total of 1646.882MW, of which 25MW has been filed and has been included in the nationally recognized construction scale unopened project. And it has been included in the nationally recognized construction scale of 32.603MW; Ningxia has not started wind power and unbuilt photovoltaic projects since the “12th Five-Year Plan”, a total of 722.675MW, nearly one-third of the PV projects are no longer constructed; Guangxi total 239.094551 10,000 kilowatts, Liaoning Province total 2912MW, Yunnan no, Fujian Province "12th Five-Year" since the abolition of 113.2MW.
2. Zhejiang, Guangdong, Hainan: local subsidies add three regions
The photovoltaic subsidies of Shaoxing Binhai New City in Zhejiang Province were realized. Among them, 171 household roof photovoltaic projects were subsidized by 0.2 yuan/kWh according to their actual power generation. The subsidy period was five years from the date of self-generation; 2017 Foshan Photovoltaic Power Generation Application in Guangdong The total amount of project awards and subsidies was 5,724,500 yuan; Sanya City, Hainan Province organized the application of 2018 annual distributed photovoltaic municipal subsidies to promote the sustainable development of distributed photovoltaic power generation projects.
3. Anhui, Inner Mongolia, Guizhou: PV poverty alleviation gradually standardized
Jixi County, Anhui Province, further improved the income distribution mechanism of village-level poverty alleviation power stations, which was jointly completed by the county power supply bureau, poverty alleviation office, development and reform commission, county finance bureau, and village collective to protect the interests of poor households. In addition, in order not to affect the subsidy for follow-up subsidies, the State Council Leading Group Office for Poverty Alleviation and the National Energy Administration jointly issued the “Notice on the Relevant Information on the Reporting of Stock Photovoltaic Poverty Alleviation Projects”, clearly requiring localities to review and review the projects, and to falsify and falsify data and other violations. Disciplinary actions were dealt with seriously. Among them, the Inner Mongolia poverty alleviation project totaled 3,9001, and the Guizhou Province involved the 30MW centralized photovoltaic poverty alleviation power station in the county.
4. Zhejiang, Guangdong: household use photovoltaic release positive signal
After the "531 New Deal", household photovoltaics were almost stagnant, and relevant policies were rarely introduced. In November, the Energy Bureau of Zhejiang Province issued the “Guide to the Service of Family Roof Distributed Photovoltaic Power Generation Project”, which put forward detailed requirements for equipment including components, inverters, cables, distribution boxes, construction and operation and maintenance. Since then, Zhejiang Province Household PV has specifications and standards; the distributed photovoltaic project of 116 households in Dongguan, Guangdong has been filed for filing. This is the record of the 31st project submitted by Dongguan. According to the statistics of Polaris solar photovoltaic network, since January 2018 Since the beginning of the day, a total of 2,804 households' distributed photovoltaic projects in Dongguan have been filed.
For the photovoltaic industry, the "531 New Deal" is not the end but a new starting point. The photovoltaic bonfire is a challenge and an opportunity. The policy introduces a sustained release of dividends and injects new vitality into the industry.
