The era of non-subsidy is coming to the policy to promote the high quality development of the photovoltaic industry

One year after the "531" policy last year, on May 30, 2019, the National Energy Administration issued the "Notice on the Relevant Matters Concerning the Construction of Wind Power and Photovoltaic Power Projects in 2019" (referred to as the "Notice"). So far, the new 2019 The main policies for energy generation have all come to the fore.

The purpose of the "Notice" is to promote the development of wind power, photovoltaic power generation technology and cost reduction, and achieve high quality development. The document has five distinct characteristics: the market-oriented orientation is more clear, the subsidy retreat signal is more clear, subsidies and grid constraints are more obvious, the pace of the release service is more firm, and the decision-making process is more perfect.

The insiders pointed out that the new mechanism determined by the release policy reflects the priority of the state subsidy funds to support the subsidies for the subsidy of electricity price subsidies, and to lead the wind power and photovoltaic power generation to reduce costs, subsidize and realize the project by competitive allocation and subsidy bidding market means. parity. The overall plan of this release is in line with market expectations.

Promote the construction of affordable Internet projects

At the beginning of this year, the National Development and Reform Commission and the National Energy Administration jointly issued the "Notice on Actively Promoting Non-subsidized Internet Access for Wind Power and Photovoltaic Power Generation", and proposed the construction of a low-cost Internet project and a low-cost Internet pilot project, while improving the need for state subsidies. The project competes with the allocation mechanism to reduce the dependence of industry development on state subsidies. At present, the invention of the 2019 Photovoltaic New Deal confirms that the overall development orientation of the industry this year is to adhere to steady progress, accelerate technological progress and reduce the intensity of subsidies, coordinate project construction and capacity, and achieve high-quality development.

In general, the "Notice" puts forward four requirements for the construction of wind power and photovoltaic power generation projects in 2019:

1. Actively promote the construction of affordable online projects. On the basis of organizing the grid enterprise to demonstrate and implement the power delivery and consumption conditions of the affordable Internet project, priority will be given to the construction of affordable online projects, and then the competition allocation of projects requiring state subsidies.

2. Strictly regulate the competition configuration of subsidy projects. According to the planning and power consumption capacity, the project that needs to be included in the scope of state subsidies is determined according to the competition allocation work plan of wind power and photovoltaic power generation projects. The competition allocation work plan should strictly implement the principle of openness, fairness and justice, and regard the on-grid electricity price as an important competitive condition, giving priority to the construction of projects with low subsidy intensity and strong declining slope.

3. Fully implement the conditions for power transmission and consumption. Provincial power grid enterprises shall measure and demonstrate the conditions for the elimination of new construction scales, do a good job in the connection of power transmission projects, implement the consumption reduction plan, and give priority to ensuring the power transmission and consumption of affordable Internet projects.

4. Optimize the investment and investment business environment. The provincial energy authority shall verify the construction investment business environment of the application project in line with the relevant requirements for reducing non-technical costs, and the National Energy Administration shall send a supervision agency to strengthen supervision.

How to calculate the electricity price subsidy for PV subsidy bidding projects?

According to the "2019 Photovoltaic Power Generation Project Construction Work Plan" issued by the National Energy Administration (referred to as the "Program"), it is required to play a decisive role in the allocation of resources in the market. In addition to photovoltaic poverty alleviation and household photovoltaics, other countries need state subsidized photovoltaics. In principle, power generation projects must adopt competitive allocation methods such as bidding, and determine the state subsidy projects and subsidy standards through project owner declaration and competition ranking.

The document clarifies that the scope of participating in the subsidy bid this year is a new project in 2019, that is, only the newly built photovoltaic power generation projects (excluding photovoltaic poverty alleviation and household photovoltaics) that require state subsidies in 2019 can participate in subsidy bidding.

Regarding the calculation method of the subsidy price for subsidized bidding projects, when the total amount of subsidies is sorted nationwide, the annual subsidy amount of each project is calculated according to the “power subsidy intensity × installed capacity × annual utilization hours”, and then the total amount is calculated by item by item. For the annual utilization hours, the guaranteed hours are calculated according to the guaranteed hours; if the guaranteed hours are not specified, the basic hours of 1100 in the Class 1300 and Class III areas are calculated. This hour is only used to calculate the total amount of subsidies for the national subsidy bidding. The actual operation of the project is obtained according to the actual network power (distributed in the ordinary power station and full-net mode) or full power ("spontaneous use, surplus power" distributed). subsidy.

In order to support the development of household PV, comprehensive consideration of financial subsidy budget, household PV subsidy intensity and 2018 carry-over projects, etc., while taking into account the relationship between household PV and subsidy bidding projects, refer to the actual development of household PV in recent years. And in 2019, a one-month construction buffer period will be arranged, and the newly-built household photovoltaics that were included in the state subsidy scale in 2019 will be determined to be 3.5 million kilowatts, corresponding to a subsidy budget of 750 million yuan.

For the photovoltaic power generation projects that have not been included in the previous national construction scale and have been connected to the grid, the relevant person in charge of the New Energy Department of the National Energy Administration said that the provinces with such projects should take appropriate measures to properly solve the problems according to the actual situation of the province, and the National Energy Administration will also The department made overall considerations when researching relevant policies, and gradually resolved them through measures such as switching to cheap online projects and green card transactions.

PV promotes resource allocation marketization

The data shows that at the end of 2018, China's photovoltaic power generation installed capacity reached 174 million kilowatts, and the annual power generation capacity was 177.5 billion kilowatt hours, ranking first in the world and playing an important role in promoting energy transformation. The rapid growth of photovoltaic power generation has also brought about problems such as the continuous expansion of subsidy gaps and the elimination of light and electricity in some areas. It is necessary to adjust development ideas and improve development policies in accordance with the actual development and new situation and new requirements, and to meet the requirements of energy transformation to further expand photovoltaic power generation. Scale, we must deal with the relationship between grid consumption and financial subsidies, and promote the transformation of photovoltaic power generation from high-speed growth to high-quality development.

The promulgation of the "Notice" means that the adjustment of the PV policy that has received much attention has been settled, and the PV industry has entered the stage of coexistence of various project models such as unsubsidized parity and access to the national subsidy competition.

The National Energy Administration said that the basic consideration of this year's PV development policy is "stable, turning, and reforming." Stable is to stabilize the market and stabilize the expectation. The turn is to promote the transformation of photovoltaic power generation from high-speed growth to high-quality development. The change is to reform the photovoltaic power generation management mechanism and improve the photovoltaic power generation development policy. The "Program" has made adjustments to the mechanism of photovoltaic power generation construction management in the future, which can be summarized as "six determinations", that is, the financial department determines the subsidy quota, the price department sets the price ceiling, the energy sector determines the competition rules, the enterprise subsidies intensity, and the market. The construction scale and grid capacity will be set.

Some insiders believe that the introduction of policies is a major reform for the photovoltaic industry, and its important significance is to vigorously promote the marketization of resource allocation. The core content is to play a decisive role in the allocation of resources in the market, and implement project subsidy bidding. This means that the relevant state departments will no longer set the annual subsidy installed capacity, but according to the declared electricity price, the market will determine the subsidy installed capacity under the total annual subsidy scale. The conditions for consumption are an important factor for the new scale. Emphasizing the implementation of grid connection and consumption conditions is a technical solution to the problem, helping to promote network source coordination and promoting new energy sources, especially wind power and photovoltaics. High quality development.
