On the afternoon of July 11, the National Energy Administration announced the results of the national subsidy bidding for the 2019 photovoltaic power generation project, and distributed a detailed interpretation. The main points are as follows:

The project proposed to be included in the national bidding subsidy in 1.2019 covers 22 provinces, a total of 3921 projects, a decrease of 417 compared with the declaration; the total installed capacity is 22,788,642 kilowatts, which is 1.7700 million kilowatts less than the declaration; the estimated annual subsidy demand is about 1.7 billion yuan. .

2. The projects to be included in the 2019 national bidding subsidy include: 366 ordinary photovoltaic power plants, installed capacity of 18,132,316 kilowatts, 3,555 industrial and commercial distributed photovoltaic power generation projects, and installed capacity of 4,465,326 kilowatts.

3. It is planned to be included in the national bidding subsidy project. The installed capacity of the grid-connected project is 856,569 kilowatts, and the capacity of the newly-built project is 2,12,204,730 kilowatts.

From the project electricity price, the average electricity price of the ordinary photovoltaic power station is 0.3281 yuan/kWh in the Class I resource area, and the lowest electricity price is 0.2795 yuan/kWh; the average electricity price of the full-scale distributed project is 0.3419 yuan/kWh, the lowest electricity price. It is 0.2899 yuan / kWh. In the category II resource area, the average electricity price of ordinary photovoltaic power stations is 0.3737 yuan/kWh, and the lowest electricity price is 0.3298 yuan/kWh; the average electricity price for distributed Internet projects is 0.4027 yuan/kWh, and the lowest electricity price is 0.3832 yuan/kWh. In the Class III resource area, the average electricity price of ordinary photovoltaic power stations is 0.4589 yuan/kWh, and the lowest electricity price is 0.3570 yuan/kWh; the average electricity price for distributed Internet projects is 0.4817 yuan/kWh, and the lowest electricity price is 0.4110 yuan/kWh.

5. The project to be included in the national subsidy bidding scope is only part of the scale of the national photovoltaic power generation construction this year. In addition, together with the household photovoltaic projects, photovoltaic poverty alleviation projects, parity demonstration projects, leading base projects, UHV supporting delivery and demonstration projects that have been arranged and carried forward, the scale of photovoltaic power generation projects this year is 5000. About 10,000 kilowatts, it is estimated that the installed capacity of grid-connected power in the year will be around 40-45 million kilowatts, which can guarantee the reasonable scale of photovoltaic power generation industry and realize the steady progress of photovoltaic power generation industry.

6. It should be emphasized that the list of projects included in the national subsidy bidding scope is only eligible for subsidies. Whether the project can ultimately enjoy state subsidies, and whether or not the completion of the full-capacity period is required by the “Notice”. For those connected to the grid with overdue capacity, the subsidy for grid-connected electricity price will be reduced by 0.01 yuan/kWh for each quarter of the overdue period; if the grid connection has not been completed within two quarters after the quarter of the declaration, the project subsidy will be cancelled and will be used as a local Environmental monitoring and evaluation of the photovoltaic power generation market and important factors for the next annual declaration. The state will do a good job of tracking and managing the list according to the actual conditions such as project implementation and construction implementation.

7. On the basis of this year's work, the state will sum up experience, further improve the working mechanism, maintain the continuity and stability of the policy, plan ahead, and arrange early bidding-related work.

8. Pre-work preparation and information reporting quality, coordination of grid enterprises and land-based departments to implement relevant support documents such as consumption and land are important factors affecting the selection of project organizations and bidding projects. In general, the organization of the bidding work is powerful and orderly, and the overall information of the project information is valid, but some problems are also found in the project declaration, mainly: the individual project declaration price exceeds the corresponding type guide price, duplicate declaration, and individual items are 2019. The PV power generation projects and key supporting documents that were connected to the grid before the year were incomplete.
